From this screen you have full control over what links area added to a menu, you can create unlimited menus and you an assign a menu to be theme navigation location. These theme navigation locations are can not be editable in the admin area. To add/delete navigation locations you need to change some code in your WordPress theme, this is because the theme needs to place code to display the menu.

wp_nav_menu( [ 'theme_location' => 'top-navigation' ] );

If you want to add more theme locations then you need to use the WordPress function register_nav_menu().
